The European Commission started the process of analyzing the implementation of INSPIRE in the Member States
Croatian representatives have participated on bilateral meeting on January 18 th 2016 in order to analyze the weaknesses in INSPIRE implamentation which was held in Brussels with representatives of the Directorate for Environment (DG ENV).Motivated by the fact that in the period between 2013 and 2015 a number of important dates for the implementation of INSPIRE passed by, the European Commission (EC) launched the process of a detailed analysis of the establishment of INSPIRE in the Member States. Based on these results EC completes report on the establishment of INSPIRE in order to verify whether the INSPIRE directive further meets its purpose ("fit for purpose"). On the other hand Commission has launched a wide range of commitments in the field of reporting in the environmental area which has been recognized as an important role for INSPIRE as a primary tool for help in reporting.
To recognize the shortcomings in the establishment of INSPIRE EC has used the following sources:
- Annual reports on monitoring the establishment of NSDI / INSPIRE.
- Actual indicators available through the downloaded metadata national catalog.
- The availability of metadata and spatial data sources on the INSPIRE Geoportal.
- Medium-term report on the implementation of INSPIRE made by the JRC and the EEA.
Based on these results, a process of three steps has been launched to eliminate the weaknesses in the implementation of INSPIRE in all Member States.
- The first step consists of the EU pilot project for Member States that have not done their metadata available on the INSPIRE Geoportal.
- The second step are the biletral meetings with all other members in order to analyze the situation in the Member States.
- The third step is the action plan which the Member States are obliged to bring in accordance with the shortcomings in the implementation.
In that meeting it was noted that in some areas Croatia has above average good results (compliance and availability of metadata) but also that in other areas there are noticeable delays. It is primarily concerned with the non-existence of network services as well as compliance data with the implementing rules. Based on that Croatia is obliged to make an action plan till the month of May to remedy these deficiencies (for a period of one year) and that during that period National contact point (NCP) run certain activities in order to develop an action plan.
