46th NSDI Workshop

As part of the SDI Days 2026 conference, the 46th NSDI (National Spatial Data Infrastructure) workshop titled "High-Value Datasets in NSDI" was held. The workshop took place on the first day of the conference, May 27, 2026, in the Hall Šibenik VII of the Šibenik Convention Centre, located within the Amadria Park Ivan hotel. It brought together more than 40 participants from various fields of spatial data management.

Four presentations dedicated to spatial high-value datasets were held during the workshop. The workshop aimed to familiarize NSDI subjects with the obligations arising from the Open Data Directive and the Implementing regulation on high-value datasets, with a particular focus on spatial data and its publication on the Open Data Portal of the Republic of Croatia, and subsequently on the European Data Portal, with the ultimate goal of automating the entire process as much as possible.

The role of the NSDI in the context of high-value datasets

In the introductory presentation, Tomislav Ciceli provided an overview of the development of legal and technical regulations over the years and announced upcoming activities for NSDI subjects, primarily regarding data publication on the Open Data Portal. Afterwards, Iva Gašparović in her presentation titled “Open Data Directive and the Implementing regulation on high-value datasets”, explained the legal obligations arising from the aformentioned acts for all public authorities responsible for spatial data under their jurisdiction, even though the mentioned acts apply to all public sector data.

In the presentation, "Overview of High-Value Datasets in NSDI", Ana Geceg showed the extent to which spatial high-value datasets have already been identified within NSDI, whether network download or bulk download services have been developed for them, and to what degree they are available on the Open Data Portal of the Republic of Croatia. This assessment was done to determine how far NSDI subjects have already fulfilled the obligations prescribed for high-value datasets. Additionally, she outlined the basic technical differences between the NSDI Geoportal, the national Open Data Portal, and the European Data Portal, focusing on the automatic exchange of metadata between them.

The final presentation was given by Miljenko Hajnić, a representative of the Ministry of Justice, Public Administration and Digital Transformation. He presented the Open Data Portal of the Republic of Croatia as the central hub for publishing and accessing data of public authority. He emphasized the obligation to publish data on the Open Data Portal and noted that the Ministry is actively working on further improving the platform and its metadata records to enable more efficient data utilization and the creation of new information, services, and products.

The workshop raised numerous questions and stimulated an active discussion among participants regarding the next steps in implementing obligations related to high-value datasets. Special emphasis was placed on how to best approach the identification of spatial data that may qualify as high-value datasets, how to record and describe them through the NSDI, and how to ensure their further availability and reuse via appropriate national and European data platforms.

The discussion highlighted that the successful implementation of obligations regarding high-value datasets requires ongoing cooperation between competent authorities, NSDI subjects, and bodies responsible for open data, especially in terms of harmonizing metadata, selecting appropriate formats and network services, and more clearly defining data publication procedures.
