13th NSDI and INSPIRE day within „SDI Days 2022“ conference
This year's two-day conference "SDI Days" 2022 was held on 19-20.2022. in the Kolovare Hotel in Zadar, and gathered around a hundred participants from the academic, public and private sectors.On the first day of the conference, an exhibition titled "Descriptio oeconomiae - presentation of economic contents on early modern maps" was held in the exhibition rooms of the State Archives in Zadar. The exhibition was organized by the State Archives in Zadar, the University of Zadar and the State Geodetic Administration, and was opened by the director of the State Archives in Zadar, Assoc. Ph.D. Ante Gverić who on this occasion referred to the issue of preservation of the material, which is currently in the process of digitization. Afterwards, the author of the exhibition, prof. Ph.D. Josip Faričić who presented the exhibited works, some of which date from the 17th century. He also referred to the creation of such maps, from measurement to their final processing, for which various methods were used, such as, for example, shading. Those present were then greeted by the Deputy Director General of the State Geodetic Administration, Antonio Šustić, who thanked the co-organizers of the exhibition and emphasized the value of such historical maps.
The second day of the conference 20.10.2022. the 13th NSDI and INSPIRE day was held. The 13th NSDI and INSPIRE day included a ceremonial opening, an invited lecture and three lecture sessions. The opening ceremony began with welcoming speeches, and the participants were greeted by the moderator of the first part of the 13th NSDI and INSPIRE day, M.Sc. Tomislav Ciceli, Head of the NSDI Service, M.Sc. Ljerka Marić, Head of the Sector for SDI, Zadar Mayor Dr. Branko Dukić and Director General of the State Hydrometeorological Institute Ph.D. Branka Ivančan-Picek, and the festive atmosphere was accompanied by the band Leut.
The invited lecture was given by associate professor Ph.D. Romana Matanovac-Vučković under the title "Open data and author's rights". This very actual topic interested the present representatives of NSDI subjects that create their own spatial data. Since in accordance with the NSDI Act and the INSPIRE directive, all public authorities must make their spatial data available to the greatest extent possible free of charge, the question arises as to whether this data or the method of sharing it is in the domain of copyright, and above all what are the conditions of its use and in which cases are licenses used. Thus, for example, it is shown in which cases databases are subject to copyright, and in which cases they are not. In addition, associate professor Ph.D. Romana Matanovac Vučković gave a number of practical examples of the issue of introducing licenses, as well as practical solutions.
The first session, led by M.Sc. Tomislav Ciceli, was opened by Assoc. Ph.D. Ana Kuveždić Divjak with a lecture describing the twinning project of establishing an open data ecosystem at the University of Zagreb. This was followed by a lecture by Sanja Zekušić on the topic of the twinning project of the improvement of the NSDI of the Republic of Moldova, in which the State Geodetic Administration participates. The last lecture in the first session was held by Marko Škvorc from the company IGEA Ltd. who presented practical solutions of the project of establishing and improving the national spatial data infrastructure of the Republic of Moldova.
The second session was led by Davor Kršulović, Head of the NSDI Coordination and Geographical Names Department. This session started with a lecture by Sunčana Habrun, from the Ministry of Physical Planning, Construction and State Assets, which presented spatial plans of the new generation and ways of making them. This was followed by a lecture by Ph.D. Ljerka Vrdoljak from the Croatian Hydrographic Institute, in which hydrographic data were presented through the Croatian spatial data portal of the sea - GeoAdriatic. The third lecture in this session was given by Petar Sapunar from Infokarta Ltd. which showed the system developed by the mentioned company, which refers to the establishment of a smart city, i.e. a specialized GIS system.
The last, third session was led by M.Sc. Tanja Rodin, Head of the Department for NSDI Interoperability, and the first lecture was given by Mirna Vučković-Pepeonik from the City of Zagreb. This lecture was dedicated to the new project of the City of Zagreb regarding the digitalization of the municipal waste collection system, currently a very actual topic in general. The final lecture was held by Davor Kovačević from the company IGEA Ltd. which showed the current and further level of development of the SHI’s central integration platform.
At the end of the conference, the participants expressed their satisfaction with the conference and the quality of the lectures, and expressed their desire for future events like this, where links and the direction of development between NSDI and related technologies can be discussed live.
