The background for development of the Specification is defined by documents: 2007/2/EZ Directive of the European Parliament and the Council of 14 March 2007 establishing an Infrastructure for Spatial Information in the European Community (INSPIRE), the Law on State Survey and Cadastre (OG 16/2007, 124/2010) and the Implementing Rules for Metadata (NN 102/2010).

In the preparation of the Specification were involved Con terra consultants, members of the Working Group on Technical Standards of the NSDI, NSDI Sector of SGA and all interested parties through a public call published on the website of the NSDI (https://www.nipp.hr ). On the web site was published version of the document working version with an invitation to all interested parties to give their suggestions, comments, and observations on the development of the document.
