Is data harmonization performed before or after the development of network services?
Web services can serve both harmonised and non-harmonised data. However, in the context of NSDI and INSPIRE, the purpose is to develop INSPIRE compliant web services that serve harmonised data. It is recommended to first harmonise the data in accordance with the data specification for a specific theme and implementing rules, although subsequent data harmonization is also possible. In this case, services are first developed, and then data harmonization is performed.
